Steve Rogers’ whereabouts are unknown at this point in the MCU timeline, but whether the original Captain America is dead or not is no longer relevant to his mantle anymore.
In an interview with E! News, Captain America: Brave New World star Anthony Mackie mentions that Steve Rogers actor Chris Evans texted him congratulating him for doing a good job as the MCU’s Captain America and telling him he loved the movie. While the MCU could bring back an older version of Steve Rogers to mentor Sam Wilson and the new Avengers similarly to the comics, forcing Chris Evans’ Steve Rogers out of retirement would be a disservice to his Avengers: Endgame farewell.
